Though the state assembly voted last month to reject a bill to repeal Costra-Hawkins, a state law that limits the types of housing subject to rent control, a November ballot initiative could deliver this extreme rent control to California.  Backers like Michael Weinstein, president of AIDS Healthcare (a 501 (c) 3 not-for-profit charity that should be focusing expenditures on HIV and AIDS related issues) claim that it is a battle for tenants rights and more affordable housing.  But throughout California apartment buildings and rental homes are owned by small investors and individuals who would see the income and the value of their investment drop precipitously if the initiative passes.
